Establishes the Fast Food Council within the Department of Industrial Relations with nine voting members representing industry, franchisees, employees, advocates, and the public, operating until January 1, 2029.

Sets fast food restaurant minimum wage at $20 per hour effective April 1, 2024, with council authority to increase annually by no more than 3.5% or the Consumer Price Index change, whichever is lesser.

Authorizes the council to develop and enforce minimum standards for fast food restaurant employees on wages, working hours, health, safety, and other working conditions through the Administrative Procedure Act.

Prohibits cities and counties from enacting ordinances setting fast food restaurant employee wages, except for general citywide minimum wage ordinances applicable to all industries.

Becomes operative only if Referendum No. 1939 is withdrawn by proponents by January 1, 2024; otherwise the bill is repealed as of that date.
