Extends the deadline for the State Air Resources Board to develop a framework for measuring carbon intensity of building materials from July 1, 2025, to December 31, 2026, and requires a comprehensive strategy by December 31, 2028, to achieve a 40% net reduction in greenhouse gas emissions of building materials by December 31, 2035.

Requires newly installed or publicly available electric vehicle charging stations to offer contactless payment methods accepting major credit and debit cards, plus a toll-free phone or SMS option for payment; allows the Energy Commission to modify these payment requirements by regulation effective January 1, 2028.

Provides a 5% annual salary increase to members of the State Energy Resources Conservation and Development Commission for fiscal years 2023–24, 2024–25, and 2025–26.

Modifies the self-generation incentive program to allocate all appropriated funds to low-income residential customers installing behind-the-meter solar photovoltaic systems with energy storage or energy storage systems, eliminating the previous 70-30 split allocation.

Authorizes the Department of Water Resources to reimburse electrical corporations for imported energy or capacity products delivered between October 1, 2022, and October 31, 2023, procured at above-market costs to support summer electric service reliability.
