Establishes a resilient and higher welfare grant program administered by the Department of Food and Agriculture to support producers and processors implementing improved farm animal welfare and climate-smart farming practices.

Creates an annual competitive grant application process for eligible producers and processors to receive financial assistance for costs including animal welfare certification fees, infrastructure improvements for outdoor/pasture access, climate adaptation measures, and processing facility improvements.

Prioritizes grant awards to projects in disadvantaged and vulnerable communities, then to projects achieving or maintaining animal welfare certification or meeting welfare-based regulations.

Requires at least 15 percent of program funds be dedicated to support for limited resource and socially disadvantaged farmers or ranchers, including training, financial planning, and technical assistance.

Mandates the department publish a report on or before January 1, 2029, on its website summarizing program results including applicant demographics, number of livestock affected, projects funded, and total assistance provided.
