Establishes the California Public Interest Veterinary Debt Relief Program under the Student Aid Commission to award debt relief funds to California-licensed veterinarians who work in eligible premises settings on a full-time basis.

Eligible premises settings include locations providing community veterinary services in veterinary underserved areas, animal shelters, or facilities serving low-income communities as defined by income thresholds, environmental justice designations, or rural classifications.

Participants must commit to 60 months of full-time employment (at least 32 hours per week for 45 weeks annually) within 72 months and agree to annual progress reports verified by employers.

Program provides up to $30,000 annually for five years (maximum $150,000 total) or the participant's educational loan debt, whichever is less, with priority consideration for applicants who speak Medi-Cal threshold languages, have prior underserved area experience, or hold veterinary specialties.

Requires the Student Aid Commission to submit annual reports to the Legislature beginning March 31, 2025, detailing applicant numbers, participating venues, funds expended, and participant progress summaries; program only becomes operative upon legislative appropriation.
