Adds consumer-owned solar photovoltaic modules to the definition of covered electronic devices under the Electronic Waste Recycling Act, subjecting them to recycling fees starting January 1, 2030.

Requires consumers or service providers to pay a consumer-owned solar photovoltaic module recycling fee (not to exceed $10 per module in first year) upon purchase of new solar modules, with fees deposited into a new subaccount within the Electronic Waste Recovery and Recycling Account.

Establishes a stewardship program for nonconsumer-owned solar photovoltaic modules, requiring stewards to develop and implement stewardship plans for collection, refurbishment, and recycling by January 1, 2029, with administrative fees paid to CalRecycle.

Requires CalRecycle to adopt implementing regulations for consumer-owned solar modules (effective no earlier than January 1, 2029) and authorizes DTSC to adopt complementary regulations for hazardous waste management of photovoltaic modules.

Declares state policy that 100 percent of solar photovoltaic modules go to reuse, refurbishment, or recycling, with costs borne by producers, stewards, and consumers rather than local government or taxpayers.
