Requires community college districts to waive the $46 per unit per semester fee for students employed as childcare providers at the time of enrollment.

Applies fee waivers to early childhood education courses (including Child Growth and Development, Child Family and Community, Introduction to Curriculum, and others) and courses leading to an associate degree or associate degree for transfer.

Covers coursework approved by the Commission on Teacher Credentialing that leads to child development permits (Assistant, Associate Teacher, Teacher, Master Teacher, Site Supervisor, or Program Director).

Defines "childcare provider" as licensed childcare providers, employees of licensed childcare providers, school district childcare program employees, and individuals represented by the Child Care Providers United-California bargaining unit.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
