Requires counties, cities, and school/community college districts with population thresholds (over 300,000 for counties and cities; over 500,000 for school and community college districts) to establish independent redistricting commissions to adopt district boundaries after each federal decennial census by January 1, 2030, and January 1 of every subsequent year ending in zero.

For jurisdictions that fail to establish commissions by the deadline, mandates automatic establishment of 14-member independent redistricting commissions with members selected through a random drawing process from qualified applicants, with specific qualifications including civic engagement, analytical skills, impartiality, and appreciation for community diversity.

Prohibits redistricting commission members from communicating with individuals or organizations regarding redistricting matters outside of public meetings and restricts members' political activities, including campaign contributions and candidacy for office.

Exempts Los Angeles, San Diego, Riverside, Fresno, and Kern counties from the requirement if their existing independent redistricting commissions remain in effect, and exempts charter cities with populations of at least 2,500,000 if they meet specified conditions.

Directs the State Auditor to establish a database and process for sharing contact information of Citizens Redistricting Commission applicants (who consent) with local jurisdictions that have established independent or hybrid redistricting commissions.
