Requires the Secretary of Transportation to submit a report by December 31, 2024, to the Legislature discussing global warming potential of materials currently used in state transportation projects, including asphalt mixtures, cement, and concrete.

Mandates the department identify alternative and emerging materials with lower or net-negative carbon emissions, assess their durability and safety compared to current materials, and develop strategies for adopting low-carbon standards in state transportation projects.

Requires the department to report annually to the Legislature beginning December 31, 2025, on progress in implementing strategies for reducing carbon emissions from materials used in state transportation projects.

Directs the department by July 1, 2025, to require bidders on eligible projects to submit valid environmental product declarations for asphalt mixtures and concrete used, including quantity information reported by weight or volume.
