Establishes the Office of Gun Violence Prevention within the Department of Justice to advise the Attorney General on gun violence prevention matters and serve as a liaison to stakeholders.

Requires the office to issue a public report by July 1, 2026, outlining new legislation, statutory improvements, and funding necessary to achieve sustained gun violence reductions in California.

Mandates the report include recommendations on firearm tracing systems, permitting and licensing frameworks, firearm industry practices, agency coordination, and best practices for court, law enforcement, and health care responses to gun violence.

Requires the office to consult with outside experts and stakeholders including elected officials, law enforcement, gun violence prevention advocates, and academic researchers during report preparation.

Directs the office to make the completed report publicly available and transmit copies to the Governor's office and public safety committees of both legislative houses within 60 days of completion.
