Adds Section 1285 to the Evidence Code to create hearsay exceptions for statements in law enforcement reports regarding sexual offenses that resulted in conviction.

Permits statements from victims of the sexual offense to be admissible as evidence at civil probable cause hearings, notwithstanding the hearsay rule.

Allows statements from eyewitnesses to the sexual offense to be admitted as evidence at these civil hearings without being excluded as hearsay.

Permits statements from sexual assault medical examiners who examined victims to be admissible evidence at these civil hearings.

Applies specifically to probable cause hearings under Welfare and Institutions Code Section 6602 regarding involuntary commitment of individuals convicted of sexually violent offenses.
