Requires state to pay rank-and-file firefighters in Department of Forestry and Fire Protection State Bargaining Unit 8 within 15% of the average salary for corresponding ranks in 20 specified California fire departments.

Mandates the state and exclusive representative for Bargaining Unit 8 jointly survey annually and calculate estimated average salaries for the 20 comparable fire departments based on projected total salary as of July 1.

Establishes state policy to consider salaries of corresponding ranks in the 20 listed jurisdictions plus other factors including internal comparisons when determining compensation for uniformed classifications.

Requires any salary increases for firefighters under these provisions to be implemented through a memorandum of understanding negotiated pursuant to the Ralph C. Dills Act.

Specifies that memorandums of understanding provisions control over this section, and any provisions requiring expenditure of funds must be approved by the Legislature and annual Budget Act.
