Authorizes Humboldt County Board of Supervisors to impose a transactions and use tax of up to 1% for countywide transportation programs and general services

Allows this tax to exceed the statewide 2% combined rate limit for transactions and use taxes, provided voter approval is obtained through an ordinance

Requires the tax to comply with the Transactions and Use Tax Law (Part 1.6) except for the combined rate limitation in Section 7251.1

Repeals this chapter on January 1, 2027 if voters do not approve the proposed tax ordinance

Makes legislative findings that a special statute is necessary due to critical transportation infrastructure and general services needs in Humboldt County
