Extends vehicle registration fee increases, smog abatement fee increases, and identification plate service fee increases from January 1, 2024 to July 1, 2035, with revenues deposited into the Alternative and Renewable Fuel and Vehicle Technology Fund and Air Quality Improvement Fund.

Extends hydrogen-fueling station provisions through July 1, 2035, requiring the Energy Commission to allocate at least 15% of appropriated Alternative and Renewable Fuel and Vehicle Technology Fund revenues to hydrogen infrastructure until July 1, 2030, with 50% benefiting low-income and disadvantaged communities.

Requires the Clean Transportation Program to expend at least 50% of appropriated funds on programs benefiting disadvantaged and low-income communities and low-income Californians beginning January 1, 2025.

Mandates replacement vehicles in the Enhanced Fleet Modernization Program be plug-in hybrid or zero-emission vehicles unless the state board determines charging infrastructure or vehicle availability is inadequate in specific use cases.

Requires the Energy Commission to propose alternative funding methodologies for zero-emission vehicle infrastructure by January 1, 2026 and establish charging station notification standards by January 1, 2025.
