Mandates the State Air Resources Board waive Reid vapor pressure requirements for summer-blend gasoline and allow early transition to winter-blend gasoline when the gasoline market experiences sudden and unusual price increases.

Clarifies the Legislature's intent that variance processes consider impacts on applicants, the public, complying fuel producers, and air quality.
