Requires the State Air Resources Board to provide an additional "superuser incentive" to gasoline superusers beginning January 1, 2025, under existing zero-emission vehicle incentive programs, upon legislative appropriation.

Defines a "gasoline superuser" as a person consuming more than a threshold amount of gasoline (to be set by the state board, considering 700 gallons annually) in operating a registered internal combustion engine vehicle.

Requires the state board to set the superuser incentive amount to maximize gasoline displacement and reduction of criteria pollutants and greenhouse gases per dollar spent.

Mandates the state board develop a strategy by January 1, 2025, to identify low and moderate-income gasoline superusers, expedite their vehicle replacement with zero-emission vehicles, and measure outreach success across districts.

Requires applicants to provide vehicle identification number and odometer readings under penalty of perjury to verify superuser status; exempts the state from reimbursing local agencies for costs related to this perjury requirement.
