Authorizes the California Gambling Control Commission to adopt regulations allowing applicants with licenses in good standing to waive certain application requirements, including supplemental forms, deposits, and investigations.

Requires the commission to implement a new owner license type allowing a person or entity to be endorsed on license certificates of multiple gambling enterprises, with ability to renew all endorsements through a single application.

Changes license validity period from biennial renewal to a fixed 2-year period from date of issuance, and allows work permits issued by the commission to be valid for 2 years and usable across any gambling enterprise after proper notification.

Expands restrictions on the sale or transfer of ownership interests to include membership interests in limited liability companies and ownership interests in partnerships or sole proprietorships that hold gambling licenses.

Repeals provisions requiring key employees to terminate employment at one establishment before working at another, allowing key employees with valid licenses to work at multiple gambling enterprises upon proper notice to the department.
