Amends Section 8272 of the Government Code to add a new topic to the California Youth Empowerment Commission's advisory scope: fostering a new generation of young Californians to enter the civil service workforce.

The commission consists of 13 voting commissioners between 14 and 25 years of age and 5 nonvoting members, and advises the Legislature, Superintendent of Public Instruction, and Governor on youth-related issues.

Expands the list of policy areas the commission may provide recommendations on from 30 to 31 items, with the new item focused on civil service workforce recruitment and development for young Californians.

Removes provisions from the original bill that would have created a temporary Blue Ribbon Commission on Young Californians' Inclusion (would have expired January 1, 2027).

No appropriation required; does not impose state-mandated local programs.
