State Department of Health Care Services, in collaboration with the California Health and Human Services Agency, shall collect data and identify indicators for tracking telehealth outcomes related to individual patient and population health.

Department must collect Medi-Cal program data on individual and overall population health outcomes, access to and effectiveness of telehealth, and morbidity and mortality data including environmental factors.

Department shall measure population health outcomes using medical care, public health interventions, social determinants (income, employment, social support, culture), physical environment (urban design, air quality, water access), genetics, and individual behavior.

Legislative intent is to advance telehealth use and increase healthcare access for all California residents, especially medically underserved populations, to improve patient outcomes and population health.
