UC Davis Health shall establish a program to collect and analyze "911" emergency call and dispatch data in collaboration with the Emergency Medical Services Authority, Office of Emergency Services, Department of Health Care Access and Information, and Department of Justice for the purpose of improving emergency response services systems.

UC Davis Health must adopt uniform statewide data standards for "911" call and dispatch data, including deidentification protocols, and create a data portal containing only deidentified data aggregated at the statewide level.

State and local public and private entities that possess "911" call and dispatch data must send that data to UC Davis Health upon program establishment, including EMS agencies, EMS providers, and specified state departments.

Deidentified data is defined as having all personally identifiable information removed per federal regulations while allowing dates and geographic location information down to street level (but not actual street addresses) to remain.

Implementation is conditioned on legislative appropriation and approval by the University of California Regents, and shall not supersede or preempt existing state and federal privacy laws including HIPAA, CCPA, and the Confidentiality of Medical Information Act.
