Requires Department of Cannabis Control to submit fingerprint images and criminal history information to Department of Justice for employees, prospective employees, contractors, and subcontractors with access to criminal records or cannabis/controlled substances

Exempts cannabis license owners from resubmitting fingerprints if they previously submitted them for a valid state license, and prohibits consideration of prior criminal history when reviewing subsequent license applications

Adds Type 13—Cannabis event organizer as a new license classification to the codified list of cannabis license types

Appropriates $5,000 from the Cannabis Control Fund to the Department of Cannabis Control for implementation purposes

Takes effect immediately as a budget-related appropriations bill
