Authorizes the Secretary of the Natural Resources Agency or a delegate to enter into cogovernance and comanagement agreements with federally recognized tribes for shared responsibility, decisionmaking, and partnership in resource management and conservation within tribal ancestral lands and waters.

Requires the Secretary of the Natural Resources Agency or a delegate to begin government-to-government negotiations on cogovernance and comanagement agreements within 90 days of a federally recognized tribe's request, to the extent feasible within existing staffing and budget.

Limits the scope of cogovernance and comanagement agreements to areas under the jurisdiction of the Natural Resources Agency, and allows the agency to enter into such agreements without further specific legislative authorization.

Deems powers exercisable by any public agency that is not a federally recognized tribe to be common to a contracting federally recognized tribe for purposes of joint powers authority agreements related to cogovernance and comanagement.

Defines key terms including "ancestral lands and waters," "cogovernance," "comanagement," and "federally recognized tribe" for purposes of implementing the Tribal Cogovernance and Comanagement of Ancestral Lands and Waters Act.
