UCLA must declare at least 8 majors by 2026-27 and at least 12 majors (including 4 STEM) by 2028-29 as similar to transfer model curricula from community colleges, with priority admissions for associate degree for transfer students meeting those requirements.

University of California must designate at least 5 campuses by 2028-29 to declare at least 12 majors as similar to transfer model curricula (exception: UC Merced not subject to 12-major minimum), with priority admissions for qualifying transfer students.

Campuses must redirect associate degree for transfer students who meet transfer model requirements and other UC admission standards but are not admitted to their chosen campus, with guarantee of admission to at least one other UC campus.

Legislative Analyst's Office must submit interim report by February 1, 2027 and final report by June 1, 2030 reviewing admissions outcomes, student demographics, completion rates, and recommendations on program extension or expansion.

Legislature expresses intent that by 2031-32, each UC undergraduate campus will declare at least 12 majors and evaluate declaring 16 majors for transfer model curricula (excluding UC Merced).
