Local governments must complete an inventory of accessible, permanent public restrooms owned and maintained by them that are available to the general population by July 1, 2024, including the physical address of each restroom.

The State Department of Public Health shall compile the inventory information and report to the Legislature by March 1, 2025 on the availability of public restrooms by county.

The Legislature shall consider the report when evaluating the public's access to reliable public restrooms.

The bill applies to all cities including charter cities, counties, cities and counties, and specified special districts, and is designated a state-mandated local program.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures in Government Code Part 7.
