Creates a misdemeanor offense for any person who holds, conducts, or facilitates horse racing where horses compete against each other without first obtaining a license under Article 4 of the Horse Racing Law.

Establishes a civil fine of up to $25,000 per day, per violation for unlicensed horse racing activities.

Exempts the state from reimbursing local agencies and school districts for costs associated with enforcing this new criminal offense, citing Section 17556 of the Government Code.
