Appropriates $1,657,000,000 from the General Fund to the Public Employees' Retirement Fund to address unfunded state liabilities for employee member categories, with specified allocations for miscellaneous, industrial, safety, and peace officer/firefighter categories.

Extends the Division of Labor Standards Enforcement's domestic work outreach and education program indefinitely by removing June 30, 2024, and July 1, 2024, sunset dates.

Establishes new contractor registration requirements under Section 1725.6 for housing development projects subject to prevailing wage and skilled workforce rules, with initial $400 fees and up to $800 annual renewal fees (subject to Administrative Procedure Act if exceeding $800).
