Requires California superior courts to grant petitions and direct the State Registrar to provide adopted persons 18 years or older with copies of their original unredacted birth certificates, effective January 1, 2025.

For adoptions completed before January 1, 2025, the State Registrar must notify birth parents that the adopted person has requested the original birth certificate and provide a form allowing them to authorize or object to disclosure.

For adoptions completed on or after January 1, 2025, the State Registrar must notify birth parents at the time of adoption that the adopted person may later request the original birth certificate, and the birth certificate will be provided unless a birth parent affirmatively refuses within six months.

Permits the State Registrar to redact identifying information of birth parents who do not receive notice or fail to respond, if the other birth parent authorizes release.

Allows adopted persons to obtain their original unredacted birth certificate without parental authorization if both birth parents are deceased, as verified by the Office of Vital Records.
