Requires the Bay Area Housing Finance Authority advisory committee to include 9-11 members with expertise in affordable housing finance, construction workforce, development, tenant protection, and housing preservation (increased from fixed 9 members)

Limits the authority to placing one measure per election on the ballot and authorizes deployment of financing to nonprofit corporations, mortgage revenue bonds, acquisition and operation of real property, and creation of limited liability companies

Exempts the authority's actions to raise, administer, or allocate funding for affordable housing and tenant protection from California Environmental Quality Act (CEQA) requirements

Expands commercial linkage fee expenditures to include the authority's related administrative costs and modifies definition of "authority revenues" to include loan repayments, investment income, and income from real property ownership/operation

Adds homelessness prevention services as an eligible expense under tenant protection programs and requires counties to demonstrate consultation with cities when adopting county expenditure plans
