AB 1321 Summary

• Establishes the California Coordinated Neighborhood and Community Services Grant Program (It Takes a Village Act of 2023) to be administered by the State Department of Social Services or another California Health and Human Services Agency department, subject to annual Budget Act appropriation.

• Awards competitive grants for fiscal years 2025–26 through 2027–28 to eligible entities (nonprofits, public/nonprofit institutions of higher education, Indian tribes) that are Promise Neighborhoods, community-based networks, or multineighborhood regional cradle-to-career networks to implement integrated services from birth through postsecondary success.

• Requires grant recipients to contribute matching funds equal to at least 100 percent of the grant award (50 percent for rural or tribal communities), with at least 10 percent from private sources (5 percent for rural or tribal communities).

• Mandates grant recipients submit applications including needs assessments, comprehensive cradle-to-career service plans, performance goals, longitudinal data systems, and memoranda of understanding signed by partner organizations including at least one local educational agency and one social service agency.

• Requires annual reporting on outcomes using state-established performance standards measuring academic results, family and community support indicators, and health/social-emotional development outcomes, with data disaggregated by demographics.
