Prohibits use of second-generation anticoagulant rodenticides (SGARs) and diphacinone in wildlife habitat areas and statewide, except for specified exemptions including public health activities, water infrastructure protection, and research purposes.

Requires the Director of Pesticide Regulation to certify to the Secretary of State that restrictions have been adopted ensuring statistically significant reductions in rodenticide concentrations in wildlife tissues, in consultation and concurrence with the Department of Fish and Wildlife.

Allows restrictions to include requirements to implement alternatives such as integrated pest management before using SGARs or diphacinone.

Exempts agricultural activities, medical waste generators, FDA-registered facilities, and specific uses by governmental agencies, mosquito control districts, and for invasive species eradication or endangered species protection.

Effective October 13, 2023.
