Requires the Department of Child Support Services to identify all child support referrals made prior to January 1, 2023, for children receiving foster care assistance, voluntary placement benefits, or other welfare payments under specified circumstances by January 1, 2025.

Directs local child support agencies to cease enforcement of arrearages assigned to the state for reimbursement of foster care placements and seek modification of child support orders to eliminate ongoing obligations, including cancellation of all arrears owed to the state and accrued interest.

Requires the Department of Child Support Services to implement these provisions by June 1, 2024, through departmental letters or written instructions rather than formal rulemaking procedures.

Exempts this bill from state reimbursement requirements under the California Constitution to the extent it increases costs already borne by local agencies under the 2011 Realignment Legislation.
