Enacts the Cosmetology Licensure Compact to facilitate interstate practice of cosmetology by creating a multistate licensing system allowing cosmetologists to practice across member states with a single license.

Establishes the Cosmetology Licensure Compact Commission composed of delegates from member states to adopt rules, maintain a data system, and oversee implementation of the compact.

Requires multistate license holders to comply with scope of practice laws in each state where they work and subjects them to that state's jurisdiction for discipline; only the home state may take adverse action against the multistate license itself.

Member states must share investigative information and adverse actions through a centralized data system and can take enforcement action against a licensee's authorization to practice in their state based on another state's findings.

Authorizes the commission to charge fees to licensees and assess member states to cover operational costs, and provides immunity protections for commission members and staff from liability arising from official duties.
