Authorizes the San Diego County Sheriff's Department and Department of Motor Vehicles to implement a 5-year pilot program providing valid identification cards to eligible incarcerated persons upon release from county detention facilities.

Defines "eligible incarcerated persons" as those who previously held a California driver's license or ID card with a usable photo on file, or those applying for an original ID card with acceptable proof of identity, residency, and other required information.

Permits the pilot program to issue renewed driver's licenses in lieu of identification cards if the incarcerated person meets eligibility criteria under Vehicle Code Section 12814.5 and whose driving privilege was valid within the prior 10 years.

Requires the San Diego County Sheriff's Department to facilitate the documentation process for eligible incarcerated persons, including providing notary services and assistance obtaining necessary forms and correspondence.

Mandates submission of a report to the Legislature no later than April 1, 2028, detailing the number of cards issued, driver's licenses renewed, implementation barriers, and identified best practices; the section repeals on January 1, 2029.
