Authorizes owners of existing mobilehome parks with valid operating permits to add up to 10% more spaces without prior notice of health and safety violations.

Allows addition of single-family manufactured homes, duplex multifamily homes on previously occupied spaces, or combinations thereof.

Exempts new spaces from business taxes, registration fees, and use permit fees, but allows property taxes, water/sewer fees, garbage collection fees, and inspection fees that apply to existing spaces.

Prohibits enforcement agencies and local governments from requiring conditional use permits, zoning variances, or other zoning approvals for the added spaces.

Deems added spaces compliant with existing zoning and land use approvals, making such projects ministerially approved and exempt from California Environmental Quality Act (CEQA) requirements.
