Requires metropolitan planning organizations to include in sustainable communities strategies the total number of new housing units necessary to house all regional population over the planning period and for an 8-year housing projection.

Modifies the 8-year housing projection requirement to specify that identified units shall reflect at minimum the number of housing units planned during the most recent 8-year planning period covered by the regional housing needs determination.

Requires cities and counties to include in annual reports to the Department of Housing and Community Development information about housing units commenced, approved, and proposed in areas identified for residential or mixed-use development in sustainable communities strategies or alternative planning strategies.

Clarifies that the new reporting requirement does not affect local government land use authority or metropolitan planning organization authority over sustainable communities strategies and regional housing needs allocation.

Provides that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover mandated costs, but allows reimbursement if the Commission on State Mandates determines other costs are mandated.
