Prohibits state-funded housing programs from discriminating against or denying housing access to individuals currently undergoing medication-assisted treatment (MAT) or taking authorized medications for substance use disorders

Defines "state-funded program" to include programs administered by state agencies and those supported by local assistance funding from counties, cities, or special districts

Limits the definition of "authorized medications" to those listed in Health and Safety Code Section 11839.2 for narcotic replacement therapy and MAT

Establishes that individuals receiving MAT are protected from housing discrimination under state law, consistent with federal civil rights protections under the ADA, Fair Housing Act, and Rehabilitation Act of 1973

Findings declare that MAT saves lives, approximately 41% of recently released state prisoners face housing instability, and over 15,500 individuals in state corrections were on MAT as of February 2023
