Requires a student who enrolls in community college after previously attending as a special part-time, full-time, or dual enrollment high school pupil to be considered a first-time student for California College Promise fee waiver purposes.

Maintains existing eligibility requirements for fee waivers: enrollment in 12+ semester units (or fewer if certified as full-time by disabled student services), completion of Free Application for Federal Student Aid or California Dream Act application, and no prior postsecondary degree or certificate.

Extends fee waiver eligibility to two academic years for qualifying first-time and returning community college students, with fees waived only during terms when full-time status is maintained.

Allows Armed Forces members called to active duty to withdraw from the program and resume participation without losing eligibility, with service time not counting toward the two-year limit.

Requires the Chancellor's Office to submit a report by July 1, 2024, evaluating whether California College Promise funding is meeting legislative goals, and may condition future funding on community colleges providing annual compliance reports.
