On and after January 1, 2026, businesses that accept cash, credit, or debit payments must offer consumers the option to receive or decline a paper proof of purchase on equal terms.

Businesses are prohibited from printing paper proofs of purchase for consumers who opt out, unless required by state or federal law.

On and after January 1, 2024, paper proofs of purchase cannot contain bisphenol A (BPA); on and after January 1, 2025, they cannot contain any bisphenols.

Violations are punishable by civil penalties of $100 per day of violation, not to exceed $3,000 annually, enforceable by the Attorney General, district attorney, county counsel, or city attorney.

Exemptions include health care providers, nonprofit organizations with less than $2 million in annual gross receipts, and consumers who voluntarily opt into receipts through membership associations or clubs.
