Extends the California Community Colleges Economic and Workforce Development Program indefinitely by removing the January 1, 2025 repeal date and eliminating the requirement that the program only operate during fiscal years with appropriated funds.

Repeals the Job Development Incentive Training Program as a component of the economic and workforce development program.

Revises program principles to emphasize responsiveness to employer and worker needs, data-informed decision-making, private sector partnerships, outcome measurement, and continuous improvement processes.

Redefines and streamlines program definitions, including replacing references to "career pathways" and "career lattices" with "career mobility" as the central framework for student advancement.

Repeals Chapter 6 (Job Development Incentive Training) and Chapter 8 (Repealer provisions) while renumbering Chapter 7 to Chapter 6, consolidating the program structure around economic and workforce development centers and industry-driven regional collaboratives.
