Requires applications for additional state homelessness funding appropriated on or after July 1, 2024, to include data and narrative summaries of specific steps taken to improve housing and services for homeless individuals on transit facilities owned and operated by transit agencies.

Defines "transit agency" to include STA-eligible operators and public agencies responsible for state-supported intercity or commuter rail services under the Public Utilities Code.

Exempts funding made available under Sections 50237 and 50238 from the transit facility reporting requirements.

Allocates $300 million for Round 2 of the Homeless Housing, Assistance, and Prevention program: $90 million for continuums of care, $130 million for cities with populations of 300,000 or more, and $80 million for counties.

Sets aside 5 percent of allocated funds for program administration and technical assistance, requires recipients to use at least 8 percent for homeless youth services, and prohibits use of funds to replace existing local homeless funding.
