Establishes up to 3 complex needs homes with maximum 5 beds each and 18-month stay limits to provide crisis stabilization services for adolescents and adults with dual intellectual/developmental and mental health disabilities.

Prohibits acute crisis homes and complex needs homes from using prone restraints, seclusion, and certain emergency interventions; restricts physical restraints to imminent safety threats only.

Requires regional centers to complete eligibility determinations and provide written notices within 15 working days of intake requests starting January 1, 2025, and to communicate in consumers' preferred language rather than native language.

Mandates State Department of Developmental Services to establish standardized regional center processes by specified dates for data collection, respite assessment, individual program planning, vendorization, and intake procedures to promote consistency and equity.

Removes adoption service providers from exemption list for unlicensed adoption advertising and placement activities; changes references from "birth parent" to "legal parent" in adoption accounting requirements.
