State Department of Social Services must issue a request for proposals by March 1, 2024, for a three-year grant-based outreach program to recruit immigrants as in-home supportive services (IHSS) providers, with grants awarded by July 1, 2024.

Eligible grantees include nonprofit community-based agencies serving immigrant populations, counties administering IHSS, county public authorities, and labor representatives.

Grantees must conduct outreach activities including developing multilingual educational materials, executing marketing strategies through traditional and digital media, providing community outreach workers, and establishing mechanisms for prospective providers to ask questions.

Grantees must report semiannually to the department on recruitment outcomes, number of individuals served, and barriers to recruitment; the department must submit a final report to the Legislature within six months of program conclusion assessing workforce increases.

Program is contingent on legislative appropriation and automatically repeals on January 1, 2028; the Legislature intends to enact future legislation allowing undocumented IHSS recipients to select relatives as providers regardless of immigration status.
