Requires hospitals with operating expenses of $50 million or more (or $25 million+ if part of a hospital system) to submit annual procurement plans to the Department of Health Care Access and Information beginning July 1, 2025, instead of reports.

Plans must include short- and long-term goals and timetables (but not quotas) for increasing procurement from minority, women, LGBT, and disabled veteran business enterprises, plus methods to resolve supplier barriers and track diversity commission recommendations.

Department shall establish guidelines for voluntary hospital procurement efforts and may review plans for completeness; smaller hospitals not required to submit are encouraged to voluntarily adopt similar plans.

Adds a representative of group purchasing organizations, manufacturers, or vendors with supplier diversity expertise to the hospital diversity commission; authorizes compensation for commissioners upon legislative appropriation.

Authorizes department to establish an optional clearinghouse database to verify status of diverse business enterprises serving as suppliers in the hospital procurement ecosystem, with participation voluntary for hospitals and other entities.
