Establishes a 4-year Food Support Pilot Program beginning in the 2024-25 academic year to provide food support grants to students who submit a complete California Dream Act application and receive financial assistance under that program.

Awards equal the maximum amount allocated to one CalFresh recipient per year and are guaranteed to qualifying students who meet eligibility requirements including expected family contribution limits, part-time or full-time enrollment, good academic standing, and pursuit of at least a 2-year undergraduate program.

Prohibits grants from counting toward a student's total financial aid award and prohibits qualifying institutions from reducing institutional financial aid offers to grant recipients.

Requires the Student Aid Commission to conduct student surveys in the third year and upon completion of the pilot program to evaluate program effectiveness, and to report findings to the Legislature by July 1, 2027 and July 1, 2029.

Program provisions remain in effect only until January 1, 2033, when the section is repealed, and implementation is contingent upon legislative appropriation of funds.
