Requires the State Air Resources Board to automatically certify Tier 2 pathway applications under the Low Carbon Fuel Standard if not reviewed within 15 business days of receipt, or by January 15, 2024 for applications pending over 60 days as of January 1, 2024.

Mandates the State Air Resources Board revise alternative diesel fuel regulations to authorize the sale and supply of alternative diesel fuel containing up to 20% biodiesel by volume in California.

Establishes legislative findings that alternative fuel blends (such as R80/B20) reduce greenhouse gas emissions by 91% and significantly reduce criteria pollutants like nitrogen oxides, particulate matter, and carbon monoxide.

Identifies food waste oils, fats, and grease as ideal feedstocks for alternative fuel production to help municipalities meet the 75% organic waste diversion requirement by 2025.
