Redefines "safe and sane fireworks" to mean fireworks approved by the U.S. Consumer Product Safety Commission and examined and tested by the State Fire Marshal to comply with California regulations.

Increases fines for violating fireworks laws: general violations from unspecified amounts to $1,000-$2,000; possession of 25-100 pounds of dangerous fireworks to $2,000-$10,000; possession of 100-5,000 pounds to $10,000-$20,000; and possession over 5,000 pounds to $20,000-$100,000.

Authorizes charter cities, cities, counties, fire protection districts, and city and counties to charge fireworks permit applicants a fee up to 7% of gross sales to cover permit processing, stand inspections, public education campaigns, enforcement, and fire suppression costs.

Requires the State Fire Marshal to identify data collection methods by July 1, 2024, and by January 1, 2025 to collect and analyze data on fires, damages, seizures, arrests, and disposal issues related to fireworks, and to provide a workload analysis for training local personnel.

Directs the State Fire Marshal to develop and provide training and guidance to local agencies on seizure, transportation, storage, and handling of fireworks, including recognition of explosive materials and different firework types.
