Authorizes the Department of Justice to request a delay in firearm delivery if additional research is needed to determine a purchaser's eligibility, or if an emergency prevents the department from reviewing records before the standard waiting period concludes.

Extends the maximum delay period to 30 days from the dealer's original submission of purchaser information if an emergency as defined in Government Code Section 8558 impairs the department's ability to obtain or review records.

Requires the department to reject firearm transactions if the firearm is reported as stolen, notify the reporting law enforcement agency, and require the dealer to hold the firearm for law enforcement retrieval.

Commencing July 1, 2025, requires the department to verify the validity of hunting licenses for firearm purchases by persons under 21 years of age and to cancel sales if licenses cannot be verified.

Establishes that any state-mandated local program costs resulting from this bill shall be reimbursed pursuant to Government Code Part 7, Division 4, Title 2.
