Extends encumbrance periods and adjusts timelines for various education programs including California Prekindergarten Planning and Implementation Grant Program (through June 30, 2028) and Literacy Coaches and Reading Specialists Grant Program (through June 30, 2027-2028).

Revises preschool enrollment priorities to prioritize dual language learners instead of children from families with non-English home languages, and delays conditional contract eligibility for agencies not meeting exceptional needs enrollment requirements from July 1, 2026-2027 to July 1, 2026-2028.

Exempts Paradise Unified School District from state support reductions for administrative employee ratios for fiscal years 2021-22 through 2023-24.

Modifies transitional kindergarten early enrollment child policies including changing the birthdate definition (June 3 to September 1) and requiring Controller audits for compliance in 2023-24 and 2024-25 fiscal years.

Extends long-term English learner definition from 5 years to 7 years of non-proficiency, delays juvenile court school reporting requirements to 2024-25 fiscal year, and reauthorizes substitute teacher credentials through July 1, 2024.
