Defines consumer debt as obligations incurred on or after July 1, 2024, for personal, family, or household purposes where the obligation appears in a note or written contract.

Prohibits use of common counts (simplified pleading forms) to recover consumer debt, requiring plaintiffs to plead specific causes of action instead.

Requires debt buyers collecting consumer debt to comply with Section 1788.58 of the Civil Code and other debt collection regulations.
