Requires mandated reporters to submit a verbal report to local law enforcement within 2 hours of observing, obtaining knowledge of, or suspecting abuse in long-term care facilities (with exception for resident-on-resident abuse involving dementia diagnosis and no serious bodily injury).

For abuse in long-term care facilities allegedly caused by another resident with a physician-diagnosed dementia and no serious bodily injury, reporters must submit a written report within 24 hours to the long-term care ombudsman and local law enforcement agency only.

For all other abuse instances in long-term care facilities, reporters must submit a written report within 24 hours to the long-term care ombudsman, local law enforcement agency, and the corresponding state licensing agency.

Specifies that the time limit for reporting begins when the mandated reporter observes, obtains knowledge of, or suspects the abuse or neglect.

Punishes willful failure to report abuse resulting in death or great bodily injury by up to one year in county jail, a fine of up to $5,000, or both; simple failure to report is punishable by up to six months in jail, a fine of up to $1,000, or both.
