Prohibits local governments from imposing penalties (fines, evictions, license revocations, nuisance designations) against residents, tenants, landlords, or owners solely because of contact with law enforcement agencies

Prevents local governments from requiring or encouraging landlords to evict or penalize tenants based on the tenant's association with household members who have had law enforcement contact or criminal convictions, or based on alleged unlawful conduct or arrest

Prohibits local governments from requiring tenants to undergo criminal background checks or obtain certificates of occupancy as conditions of tenancy, and bans tenant registries designed to discourage landlords from renting to listed tenants

Voids any inconsistent local ordinances, rules, policies, programs, or regulations as a matter of public policy and allows residents, tenants, landlords, and nonprofit organizations to seek court orders and recover attorney's fees and court costs for violations

Applies to all cities, including charter cities, as a matter of statewide concern rather than a municipal affair
